In 1999 Karen Siemsen, Volunteer Manager of the Concord Police Department envisioned providing quality training and networking opportunities for both volunteers and volunteer coordinators. Through her vision and under her direction a one-day conference was held in Concord to promote the concept. 100 volunteers and coordinators attended this conference and were part of this ground-breaking training session. The conference has grown and developed into the non-profit organization known as Law Enforcement Volunteers of California (LEVOC). LEVOC is a two-day conference and hosts over 500 volunteers and leaders in volunteer management each year.

Karen Siemsen has displayed professional accomplishments, dedication, dependability and exceptional organizational skills which earned her the respect of her law enforcement agency as well as the committee members and attendees of LEVOC. The LEVOC "Karen Siemsen Volunteer Coordinator of the Year" perpetual award will be presented each year at the LEVOC conference to one law enforcement volunteer coordinator that best exemplifies these attributes. The recipient will receive a personal plaque and the perpetual award to be displayed at his/her agency for the year.
- Nominations are limited to ONE PER AGENCY.
- Each nomination must be submitted by a volunteer coordinator or agency representative and supported with a letter of recommendation endorsed by one other staff member at a supervisory or administrative level. These two departmental recommendations are both required for a nomination to be accepted for consideration.
- The individual nominated for this award must have been a law enforcement volunteer coordinator with their respective agency for a minimum of two (2) years.
- Each letter is limited in size to two typewritten pages with a maximum of 1000 words. It must be submitted in Microsoft Word or Acrobat format if submitted by e-mail.
- This year's applications must be received or e-mailed by September 15, 2008. Late nominations will not be accepted.
- Please include the contact information of both the submitter and nominee. Include name of agency, phone number and email address.
- Up to five finalists will be selected and notified.
- This award can only be presented to an individual one time.
- The LEVOC committee will select the winner.
- The award will be presented each year at the annual LEVOC conference.
- All nominees must be working for a California agency.
